Law as of Oct 17, 2026
Key changes for businesses
- The sole proprietor fixed tax is abolished — now turnover tax at 1.0% or VAT and profit tax (PP-247).
- The self-employed exemption up to UZS 100 million is abolished — tax from the first sum, 1.0%.
- If a sole proprietor or self-employed person imports — VAT and profit tax instead of turnover tax.
- Jewellery was added to the activities excluded from turnover tax.
VAT and the threshold
- From 1 June 2026 the threshold for the general regime is 12,000 BCA (UZS 5,280,000,000) (UP-100). The Tax Code still says UZS 1 billion — the decree has not been written into the code.
- Voluntary simplified VAT for catering, trade and services — 6.0%, profit tax 0.0%.
- Businesses moving from turnover tax to VAT for the first time: no registration penalty for 1 year, and the next period is exempt from profit tax.
Returns and penalties
- The tax authority prepares 6 returns; if you do not correct them within 5 days, you are deemed to agree (Tax Code, article 81).
- Late returns: micro-firms and small enterprises — 3 BCA; only one penalty per month.
- First offence (tills etc.) — an official warning and 3 days instead of a penalty.
Tills and payments
- A special QR for sole proprietors and the self-employed — mandatory from 1 January 2026.
- A unified QR for legal entities — from 1 July 2026.
- Cashless-only payment for some goods and services — from 1 April 2026.
E-invoices
- On a high-risk e-invoice the buyer may pay the VAT as an agent.
- The labelling code is mandatory on e-invoices for labelled goods.
